Not all of China鈥檚 attention to Latin America is nefarious. Much of it is organic and some Chinese investment lending has benefitted local populations. Even projects that do not succeed fully may win friends for China in the absence of American options. China鈥檚 open or surreptitious efforts to shape Latin America opinion through media, however, are unambiguous: their aim is to build support for the Chinese Communist Party鈥檚 values, policies, and power.
As in Africa, this is a story not only of Chinese action but of American inaction and neglect.
