Briefing on the Situation in Libya with Mr. Anas El Gomati
乐鱼 体育鈥檚 Africa Program and Middle East Program welcomed Mr. Anas El Gomati, the Founder and Director General of the Sadeq Institute in Libya, back to the 乐鱼 体育 on Monday, February 3, 2020 for a discussion. Mr. Michael Morrow, a Senior Diplomatic Fellow at the 乐鱼 体育, offered welcome remarks and moderated the conversation. This meeting followed on last year鈥檚 discussion of the competing narratives of Libya鈥檚 civil war, and the prospect for conflict resolution, especially in response to General Haftar鈥檚 2019 offensive.
Mr. El Gomati spoke about the resurgence of violence in Libya, catalyzed by Haftar鈥檚 offensive against Tripoli, and its implications on both the local population and on the international stage. He examined the principal barriers to brokering peace, including persistent breaches of the arms embargo, failure to sanction violators, and the inability to agree to a ceasefire and withdrawal strategy. The meeting included representatives from the government, policy institutes, NGOs, and academic sectors with an interest in Libya. Participants expressed concern regarding the competing agendas of external actors, as well as the spillover effects that threaten neighboring populations. The participants then discussed potential avenues for constructive engagement in the region, highlighting unilateral action and reconciliation processes. The event proved a timely opportunity for analyzing Libya鈥檚 current situation and the potential for establishing peace in the future.
