AMLO鈥檚 electric reform threatens to undo Mexico鈥檚 process of competitive liberalization and its commitment to the rule of law. The law reflects a shift in the country鈥檚 direction beyond the energy sector that reveals an underlying trait of the current administration鈥檚 worldview: the retreat of Mexico as a major promoter of the rules-based international trade governance.
